Auto req ID 12BR Title Supervisor, DOT Pipeline Safety Compliance Location Springfield, VA Job Description Summary: Supervise the daily work activities associated with the development and implementation of pipeline safety procedures and quality programs required to ensure corporate compliance with various regulatory standards and Washington Gas (WG) policies. * Require the ability to work on call on a rotating 24-hours-a-day, seven-days-a-week basis to respond to emergency incidents. Tasks & Abilities: Supervise the work of the Compliance Auditing Group, including hiring, evaluating, training, performance management, compensating, motivating, coaching, and developing processes and procedures to ensure the achievement of goals. Participate in the risk-based audit approach, collect, track and analyze data and communicates information and recommendations for reduction of risk to the company. Respond to incidents, having direct control of the event scene and site investigations, and provides regulatory reporting by using the Incident Command System (ICS) while on call and with local, state, and federal emergency response officials. Interpret codes, standards, and regulations to write new or revise existing procedures and provide technical input in developing new compliance programs and training manuals. File various required reports with the Pipeline and Hazardous Materials Safety Administration (PHMSA) and the State Commissions. Work with internal departments to coordinate and draft responses to various State Commission inquiries such as Notices of Investigation (NOI) or Notices of Probable Violation (NOPV). Monitor Commission orders for compliance, including progress, aging and backlog reports, Monitor all external compliance audit requests/results (e.g. Construction, Operations, TIMP, DIMP). Monitor regulatory advisory bulletins, notices of proposed rulemaking, Federal Register and other reports from the PHMSA, National Transportation Safety Board (NTSB) and other sources and recommends actions necessary to address them. Determine and maintains appropriate computer systems/program requirements to optimize workflow and efficiency. Skills & Abilities: Bachelor s degree in a related field preferred. Instead of a Bachelor s degree, a minimum of an additional four years of relevant experience, including project management and oversight, may be substituted. Minimum of five years of expertise in the natural gas distribution or transmission that demonstrates a working knowledge of U.S. Department of Transportation, Part 192 Pipeline Safety Regulations compliance, incident investigation experience specifically related to DOT Part 192, and State and local OSHA codes related to the natural gas industry. Possess knowledge of natural gas construction and operations. Experience in project development and oversight. Demonstrate the ability to interpret audit data and digital images using a laptop computer. Ability to research and understand related resource information from the Operating and Maintenance Procedures, Design and Construction standards, the Emergency Manual, and other regulatory documents. Demonstrate the ability to apply code requirements to operating practices and implement effective programs. Demonstrate an ability to conceptualize and analyze multiple scenarios in solving broadly-defined business problems. Demonstrate an ability to logically and concisely communicate to diverse audiences at all organization levels, both verbally and in writing. Demonstrate the capacity to establish rapport and effective working relationships with business partners, supervisors, subordinates, and peers. Demonstrate the ability to manage competing projects, schedules and budgeting processes. Proven ability to use computer software and applications, including Microsoft Office Excel and Word, to share, retrieve, research and present business information.
